The Turkmen authorities are making numerous efforts to convince the international community that the country is moving towards democratic reform with fewer bans imposed and more rights and liberties provided for.

    A year later “rufesunik students” are leaving Turkmenistan

    Former students of the American University of Central Asia (AUCA), funded by the Open Society Institute – the Soros Foundation, who became hostages in their home country last summer have been permitted to exit the country to go to St. Petersburg to continue their education at the Smolny Institute of Liberal Arts and Sciences under the St. Petersburg State University.

    On 20 June, 47 people from the youth Christian group, including two pastors, from registered Protestant churches in Dashoguz, Turkmenabat, Ashgabat and Bezmein (Abadan) following the tradition made a two-day visit to the picturesque Sekiz-Yab in the Geoktepe etrap to spend time together, pray and hold contests on their knowledge of the Holy Scriptures.
       
       
    Clampdown on civil rights activists continues

    Another public activist was added to the list of those barred from exiting the country. On July 16 Umida Dzhumabaeva who was heading for Kazakhstan via Bekdash at the invitation of her friends was denied exit from the country by the Migration Office. All of her documents met all requirements but the personnel of the Migration Service did not provide any explanation for the travel ban and advised her to contact Ashgabat.

    On July 19 at 9 a.m. the representative of the Consulate office addressed the crowd, which congregated in front of the Russian Embassy in Ashgabat and announced that Turkmen residents who had acquired Russian citizenship in 2003 could freely leave Turkmenistan to go to Russia. Those who obtained Russian citizenship after the year of 2003 will be given a three-month Russian visa.

    Najot, a human rights group in the Khorezm region of Uzbekistan which borders on Turkmenistan, has reportedly obtained a secret decree signed by President Gurbanguly Berdymukhamedov, set to go into effect August 1, allegedly proposing tougher measures for entry and exit from and to Turkmenistan by citizens and foreigners, the Expert Working Group of Uzbekistan reports.

    Panic is growing among holders of dual Russian-Turkmen citizenship living in Turkmenistan. As our newspaper reported (see Vremia Novostei from July 5), since the beginning of July, without explanation, the Turkmen authorities have not allowed several dozens of Turkmen citizens who also hold Russian citizenship to cross through passport control with a Russian passport. They were told they must give up one of their citizenships because in accordance with Article 7 of the Constitution of Turkmenistan, a citizen of that country cannot hold any other citizenship.

    On July 6, President of Turkmenistan Gurbanguly Berdimuhamedov received the U.S. Chargé d'Affaires in Turkmenistan, Sylvia Reed Curran, who has completed her diplomatic mission to Turkmenistan.
